Wawina Township, MN is home to the Northern Telephone Company of Minnesota. What makes this place unique is that it is the smallest telphone company in the United States, serving less than 40 total customers. It is owned by Bob Rindell.
What also made this place unique is that it was also the last place in the continential United States to use a trunking system (inter-office circuits) that was called "N2 Carrier", an analog system that utilized Multi-Frequency (MF) tones and the infamous 2600 Hz control tone for answer supervision and idle trunk condition.
On June 15, 2006, the analog N2 carrier was replaced with digital T1 carrier, and with it the use of MF signalling.
The whistle came from Captain Crunch.

To comment on your statement ths MS can't get it right; I think the problem stems from having a large body of people who aren't passionate about what they do, which is to program, hack, break, and fix software. The majority of people who work for large orgs like that are interested in the wrong things, like deadlines, moving up the management chain, bonus incentives based on deadlines, etc. instead of good programming; while the company is interested in hiring people based on the file cabinet of training certifications, degrees, etc. This can be compared to a group of people driving a car, where the problem is that no one is watching the road. It's hard to find the right people to hire to do software effectively. Opensource does a good job of this because people determine their own level of involvement, and if they aren't motivated they won't go anywhere. I think google has a good model for finding the right people, but it's still a young company.

the last place in the continental US that used the N2 carrier trunks was Wawina Township, MN. I wouldn't be surprised if a couple of backwards ass small places in Alaska still had them, but then maybe I'm just pissing on Alaska. It was moved over to a digital T1 on 15 June 2006 which is kind of scary if you think about it. Oh and of course guys, it was the Cap'n Crunch whistle. Much love to the Cap'n. Cheers.
